This is nowhere near as official as it looks. Biaggio is actually an elementary school English teacher/ amateur actor/ does wedding on the side for extra cash. It's a wierd niche market here in Japan. Japanese people want an "authentic" Western wedding so they feel that they MUST have an authentic western priest. Little do they know that many a foreign English teacher get their "priest license" or whatever it's called through the mail from the back of a matchbook and they make 100 bucks an hour "marrying" people. Since the actually act of legally getting married in Japan takes place at city hall the whole ceremony is for pagentry only...so all the power to those sneaky bastard. Hell I should go buy me a gody crucifix and jump on in!! Biaggio is a family friend so rest assured that there was no sneakiness going on here.
